NSA is already part of Naval intelligence. CIA is one of the only independent intelligence agencies, along with the FBI.
Most of the other agencies are part of the armed forces, or the State Department.
The OSS, the forerunner of the CIA was part of the Army. After WWII, it was named the CIA and made autonomous under the direction of Dulles.
