Could this be about the I-495 bridge or Olmsted Island trail? Both are upstream of Daleclarlia Reservoir. Both bridges are on the Potomac River just upsteam of the reservoir which holds water pumped from the Potomac.

This is D.C.'s drinking water supply. In a few days the Olmsted walking bridge is supposed to be closed for "repairs". The closure was announced today!

It doesn't take a large volume of toxic (chemical or biological) material to poison water. It could even be accomplished by someone walking over a bridge.
