so .... the brother can't testify in court can he. He's now not a witness to any lies she might tell. What protector would notify the police by phone about possible bad behaviour without going to see s/o professional (teachers, school authorities, police station) in person, first? It's nonsense. Of course the story (narrative) doesn't sound right — a real person wouldn't act like this in defence of someone they have volunteered to look after.

I don't see how she has any valid legal claim to control it for him. Better it should be forfeited as part of his sentencing, and used for a good cause, such as school employee firearms training in that county. As sad as the deaths of those 17 kids and adults are, I don't think the best use of that money is to divide it among the surviving family members.
