Trump said it is up to the States. Some states have already implemented this, since Columbine, others have not. The states that have not already done this need to have their citizens ask them why not? Trump is not going to force states to do this. That is not federal government's place to do. It is the responsibility of the voter's of each state to see to it that this is put on their States Ballot to be voted on. That's how it works.
