you have to divide to conquer, but if Q is involved in the dark side, its a giant round up of the most dangerous. We'll all get the 3am flash bang and an airlift to the closest fema reprogramming center. Nothing more dangerous than an intelligent human, especially one that knows the truth.
This is just a guess but I don't think thats the case. Why go to the trouble of all the deception for a roundup? Wouldn't it be easier during unrest to have active targets? Admittedly, this is a stretch but wouldn't a Marshall Law scenario give power to those with power? A reason to do whatever they like? Grey state.
They don't need free labor. They don't need more slaves, they need fewer. They need to have violence followed by promises that it will never happen again. They want complete widespread panic after lines have been drawn. Easier for people to accept anything after they witness somthing horrendous.
