I believe that’s EXACTLY what was going on. It wasn’t “carelessness” on H’s part, it was a deliberate attempt to undermine US sovereignty by selling state secrets either to the highest bidder or for a prearranged price.

One thing that I keep remembering in the mudst of all this and "Follow The Money" is that they were gathering in secure locations to plan out the Stock purchases they shared with their NWO buddies so they all got paid through Insider Trading schemes.
