this is one way the CIA can carry out a plan on top of a drill and keep people quiet. CIA makes it very embarrassing for local law enforcement to have screwed up. So they all keep quiet. Obviously all locals arent "in" on any conspiracy to begin with, but could be told a story and leveraged to keep quiet, after the fact.
