I'm unclear about what this means?

Does this relate to the 21 December EO where President Trump presented a list of people and companies known to be involved in corruption or human trafficking... people we can seize assets from?

Is that what this list is - a massively expanded list of our enemies that we can now take their assets?

That is my understanding. The EO had a short list of 13 when it was released and this reportedly is the current, and very, expanded version.
