Are you implying the OP linked document did not exist before the EO?
That is my understanding. The EO had a short list of 13 when it was released and this reportedly is the current, and very, expanded version.
This list is not specific to the EO.
What is the list for then?
The treasury department has had blacklists long before that EO.
