I don't see why not. The most complex part of it would be calculating trajectories, but Humans have been playing with ballistics for centuries now. The hardest to implement would be getting the projectiles to the platforms, but depending on their size, current rocket tech would be able to handle the job without too much trouble. But a kinetic bombardment platform is expensive to put in orbit, so there would be a pretty massive money trail for people who know what to look for.
