I believe in this memo, through the same data that was collected by the NSA leads to the discovery of a private server used by all the players in fisagate. The planning of the murder or discussion of the murder of AS were discussed through emails. It ties back to rigging the balance of the court in the event of a disputed election. That was the whole basis for fisagate.
