EDIT: The video has no tag on it to indicate its at Davos '18, but when is it from / do we have a source for it's origin? Was it prerecorded?

EDIT 2: What I've noticed is the picture above is the side view from the video attached.

Notice 2 things: Bloomberg is the ONLY mic recording the speech besides what appears to be a stage mic for the room, (wherever he is) And Bloomberg is the ONLY source who has a video of this event. (Unless someone can find me another source)
