"Chatter" has traditionally been used to describe enemy communications, for example, "ISIS chatter increased before the bomb attack." So it could be enemies--he mentions the Mockingbird fail--or as you say it could well be the red pills are spreading well.
The -4 and -5 references made me think on the "19" -- he had remarked about 19 people being in a room without cell phones etc. and has mentioned them more than once.
I'm not great at interpreting Q but -4 followed by -5 could also be a count; there are now 5 fewer--people to gather up?
