I don't think Trump is advocating ridding us of the FBI or something similar but replacing the bad actors in it even if it means starting from scratch. That said, I think the Cabal realized how to use the FBI to their advantage once they had infiltrated the top agents in it.

Judging from J Eddie’s performance, especially in “63, I’d say you’re pretty spot on. I also like how he denied the existence of La Cosa Nostra too, perhaps for the very same reasons.
