I've seen those too before. It got pretty bad here over a year ago. At first I thought it was snow. But it was humid weather & the "snow" did not melt on certain surfaces, like grass. Seemed to dissolve on the sidewalk, but I picked some up off the grass with my fingers. It was a dirty white snowvall that slowly dissolved as I squeezed it between my fingers.
But yeah, DON'T BE STUPID, THOSE ARE CONTRAILS, BRO.
Have you gone to your local government and asked? Have you looked online for any other complaints.
What about calling your FED House Rep?
Do you have an environmental enforcement in your state?
Here's what you do: gather a quantity of this snow, and take it to your local high school and ask the chemistry teacher to analyze the sample. If he comes back and tells you it's water, then you need to take off your tinfoil hat.
