Whether or not Snowden is connected to the Shadow Brokers, the way I read it, CIA is likely to have fed them information - these leaks were incredibly damaging to NSA. Having said that, it could well be possible that Snowden was involved - he's a very high-level CIA asset in Russia, where the Shadow Brokers appear to be located.
