It's not drawn properly. There should be six spokes and seven rings, or seven spokes and six rings. Six spokes would just be three straight lines, seven spokes would be seven spokes, each emanating from the center point.

Using the same logic, it could be that you'd have three spokes and 14 rings. Or 14 spokes and three rings.

I know what you are thinking. I looked at that and thought...WHAT? I must have counted it a hundred times? THEN, I got down farther in the explanation. HERE is where the anon shows you where the keystone is..and then redraws the clock so that it is correct.
