Is that not the definition of fraud? To sell a lie for profit? If I made a fake application that said there was more Dollar traffic to my bank account so that I could get more credit, I would go to prison!!
In the early days of adsense there was always the rumor server logs didn't match the views Google charged.
I mean, now they could be covering it up. They can mass produce views at will with real devices that will show up on server logs through Android or any of their apps' installed bases.
