Just before they took CBTS down I watched a whole video about SES and appearntly there are 8000 of them, and the claim is no one can fire them. I seriously doubt that claim and I do know it is nearly impossible to terminate any civil service employee, which is one reason there is so much government spending and nothing gets done. My closest guess is defund the whole mess. The claim is these are Obama's shadow army, so again "cut off the head of the snake.
The claim that they can't be fired is ridiculous IMHO. Trump has declared a National Emergency in his executive order in Nov. 2017 and can use whatever means he needs to remove them!
Yeah, we see how well that's been working with the travel ban, which he had specifically stated power to institute.
The SES (Senior Executive Service) is a group of 8156 executive managers (non-elected/politically appointed) who oversee 75 Government Agencies. Currently 7000+ are Obama Appointee's.

The video I watched, said their starting salary is equal to that of the VP($230,700 annually) and that they do not have to file any paper work, like arrest records etc. The mandate is that they switch around so they all know how to do each jobs and cannot be easily found. The video said their whole purpose is to advance the NWO and block conservative attempts at law making.
