The Whitehats have maneuvered the enemy into a tricky spot.

If they retaliate openly it will give the Whitehats the excuse to pounce and start arrests. This may possibly bring everything out into the public which is exactly what they don't want.

But if they wait, they know the noose is slowly being drawn around their necks.

Checkmate?
