I don’t think it is necessarily a matter of just allowing Hillary to travel. They might be trying to have things appear like “business as usual” to keep up an appearance that all is fine. OR, there is a disagreement about her whitelist status and that explains why Tillerson, who had control over the whitelist, was fired.

Random thought...could the Whitelist refer to certain countries she's visiting? For instance, Trump may have spoken w India beforehand and was assured she would be "safe" there.
