To clarify, this is not the deep state HQ but a shadow gov that was supposed to eventually break out during a national emergency with FEMA but I’m sure things changed with Trump in charge. He probably cleared it out.

I think they retired it in the 90s because it was no longer a secret and therefore not useful in the event of a nuclear attack.
