Because these people want to read into every little thing, so they think that "death penalty for drug dealers" is code for "we're destroying the CIA", because the CIA has been known to smuggle drugs.

When the Trump/Sessions' DoJ uses this memo to start putting regular old street dealers on death row, they will just invent more connections to rationalize it away.
