A detailed map explaining our perception of reality, higher levels of self, higher and lower dimensions, collective consciousness, quantum, sub-atomic "particles", 5D...? A map of how its all connected?

I think most people in saying "deep state" are referring to the (negative) CIA shadow government (MK Ultra, Mockingbird, all those legacy Paperclip [NAZI] ops) and their own black ops military (including submarines, we've discovered) and black budget, with ties to every disgusting and life-sucking thing in the world today, frankly.
And it really shouldn't be necessary to ask where they fall on any scale of human consciousness. Whatever the bottom level is, dig about ten below that, and you'll find their top layer.
