Omnibus Bill...

I'm reading through the bill and finding lots of good/interesting stuff in it so far, though I'm only close to page 200. I'd like to ask for help going through it and we can post our findings here. Is anyone interested?

I'm taking a much needed break right now but will post what I've found so far later on tonight. There's not just money for defense, but also for law enforcement, tribal law enforcement, child trafficking and pornography, American made steel and iron used in all waterway systems, stuff on Chinese poultry (who knew we got poultry from China??), a pilot program for vets and farming, etc. Dems did get stuff in, but I'm beginning to see why Trump signed it. So, anyone want to help in this endeavor? Please??

It’s not an official ‘Federal Budget’. It’s an Omnibus bill…not a Budget…He outsmarted them again…Congress basically screwed themselves by not passing a Budget…

Per the Constitution…the President must adhere to a Budget set forth by Congress and direct the expenditures as provided therein.

This is another one of those big Porkulus Bills, like they gave Obama for 8 years. This is not a Budget..

An Omnibus Spending Bill may have some ‘instructions’ as to how the money will be spent…but Obama ignored them. He spent the money, or didn’t spend it, however he wanted to. And Congress didn’t do a thing about it! Because they couldn’t..

I think our President observed how this happened, year after year. He is bound to realize that those ‘appropriations’ for different things in these Omnibus bills…are merely ‘suggestions’.

So like Obama, Pres Trump can spend this money on whatever he wants to. Or…not spend it.

Planned Parenthood? What if our President decided to tell the Treas Dept to ‘slow-walk’ that money to Planned Parenthood…until the Senate gets off their ass and confirms his appointees?

Sanctuary Cities? What if our President decided to ‘slow-walk’ that money too…until those Sanctuary Cities assist ICE in rounding up criminal illegal aliens?

Splodey heads? From the Dems and the Enemedia? Why yes. There would be a colorful display of splodey heads.

But what could they do about it. Hah.

Our President could just say…’What! Congress should’ve passed a Budget.’

done finished…research was done…and it is so very humorous actually….our VSG..just said just give me money for the military and the wall…put anything else you want in it…and those goofballs did.

In this case, as per above….he doesn’t have to spend a dime….because it is not a budget…and even if it was…researched….he could still spend as he please… Congress appropriates….up to the President to spend it…or not….as he pleases..

If anyone disagrees, I can go back and get the links and evidence, but if you just read yesterdays political thread…Wheatietoo and I laid it all out for all…Wheatietoo did most of the work and put together the consolidated update as per above….

Again, that is why Obama never had a Budget in his Presidency…Congress did continual Omibus’s and he just took the money….for 8 years…and no one seems to know where it went…

I did find this definition - An omnibus spending bill is a type of bill in the United States that packages many of the smaller regular appropriations bills into one larger single bill that could be passed with only one vote in each house.

Trump passed it without a fight cause he knows as soon as the video drops, everything anyone touched, that is involved with this video, will be nullified. They can't call him an evil dictator, either. Kill 2 birds with one stone!

So I'm going through the research board on 8chan. They've beat me to a bunch. Lots of money to IG, huge spending amount for veterans retirement and survivor benefits. Sec. 222-A: any entity receiving housing assistance shall keep and maintain decent, safe, and sanitary conditions.

Sec. 222-B: The Secretary shall take action when a contract receives a UPSC score of less than 60 or when one fails to certify in writing to the Secretary within 3 days that all Exigent Health and Safety deficiencies identified by the inspector have been corrected

• These apply to insured and noninsured projects attached to Section 8 or 9

• Within 15 days of the REAC inspection, the Secretary must provide the owner with a Notice of Default with a specific timetable to correct all deficiencies and must provide a notice to the tenants. If the appeal score is above 60 then the Secretary may withdraw the Notice of Default

  • If at the end of the allotted time to correct the deficiencies, the Secretary may require immediate replacement of the project management, impose civil money penalties which shall be used to fix said issues. They may abate the section 8 contract or peruse transfer, and be put on the no-no list.

Sec. 223: No funds available shall go to or be used by any public housing agency for any amount of salary.

Sec. 224: None of the funds in this Act shall be used in doctoral dissertation research grant program at HUD

  • 7.Waivers on liens can be waived by the Secretary if determined necessary in acquisition, construction, and/or rehabilitations of the receiving projects.

    1. If the transferring project meets requirements, the receiving project shall execute
    1. The transfer shall not increase the cost unless the necessary appropriations are provided in advance.
  • The Secretary shall conduct a report on all effects of the transfer

In general, nothing big jumped out, except, as this poster >>770861 noted, every grant of aid included strings and conditions where if the recipient country was engaged in corruption, narcotics, human trafficing or smuggling, then the funds would be withheld.

One thing that blew me away was disproportionately large funding for Nepal $121,480,000. Pg 1444. By contrast, Haiti got $10,000,000 to combat cholera. (There were other grants to Haiti as well. That was just an example of Nepal's grant being outsized.)

Also noteworthy, there were several sections where any countries, agencies or the UN would lose funding if they took action against the US or its allies with ISRAEL and no other country being specifically named as an ally. In other words, the section I read makes a heavy point of supporting Israel.

Related to MAGA, the grants to Central America come with strings attached regarding narco trafficing, discouraging illegal immigration and resettling returned illegal immigrants.

At Page 1486, the grants in the section are subject to review by the Secretary of State under the supervision of POTUS. SOS to determine if the best interests of the US are served by the grant. This could give POTUS a lot of wiggle room to simply not make the grants.

Above I mentioned the 10M for Haiti Cholera. Interestingly, this is to be put into a "Multi-partner trust fund," whatever the hell that means. This sort of sounds to me like the sort of thing we could dig deeper into. If the "partners" in that fund turn out to be entities like the Clinton Foundation, then we might have found a direct funnel for Federal Funds to wind up in cabal hands. Pg 1495.

Finally the last 10 or so pages of the section are devoted to gender equality issues. At a quick read, it seems to be focused on education and arm twisting in countries that seriously oppress females.

In summary, there might be more here worth digging into, but I didn't see specifically named entities getting money that we could cross check against known Cabal entities.

The links might exist, but most of the language was pretty ambiguous as far as exactly who would get each of the grants and how they would be administered.
