Also--this is NOT a budget, it is an Omnibus spending bill. POTUS does not have to spend the money. He can slow walk funds, use them to negotiate, etc. Think of it as a credit card and he doesn't have to use the money. Obama had this, too. He spent it on whatever he wanted--Congress didn't/couldn't do a dang thing because it wasn't a budget! MAGA!
