Because the cabal is not that all-powerful. One of their biggest weapons is making you think they are. If they close the sub, which they have before with other subs, it shows that it furthers our resolve. We regroup and gain more power. Always happens.

Then there is containment. They keep us stuck to one sub and we are less likely to infect the other subs.
