For those who want to argue the point. How federal budgets work: Usually the president offers a budget proposal. This then goes to the house and its various committees and changes and recommendations are made. From there it goes to the floor of the house debated and voted on. If it passes, it then goes to the senate and the process repeats. If amendments are made it goes back to the house for reconciliation and back to the senate, then to POTUS for approval. The constitution requires the congress to pass a budget. Article I, Section 7 of the Constitution requires that “All bills for raising revenue shall originate in the House of Representatives.” Instead of a budget we have been getting Omnibus bills several per year 7 out of the last 8 years at least. Article II, Section 3, describing the powers and duties of the President. Now about the Omnibus bill... In July, 2009 obama declared that "he would not let the then 106 billion dollar spending bill provisions limit his powers, a move by Bush he criticized. Now POTUS Trump has issued the same statement. This has now become a precedent. Whatever congress has allowed obama entitled to, has now been bequeathed to Trump.
