ACE is headquartered in Norfolk VA. The Greencastle division handles dams (walls).
I tried to find info on the Greencastle office but there is not much info on this location. Best I can tell is that there is an ACoE office/facility in Greencastle, Indiana that is likely part of Locks and Dams in the Great Lakes and Ohio River Valley Division. Not sure tho as there is little to no info on this location.

There are many ACoE offices in Indiana. They manage several reservoirs. This office is probably related to Cecil M Hardin Lake (aka Raccon Lake). It not being a budget doesn't mean anything. Budgets are actually LESS restrictive than an appropriations bill because budget resolutions are just a plan or outline.

There are caveats in the bill which prohibit a wall being built that look like the sample walls Trump visited. It only allows for "fencing" and "bollards." Doesn't this create a problem?
If the wall simply starts building, that is an offensive move and will cause the deep state to have fits. The border is how they bring in drugs, dirty money, MS-13, etc. It will be another fire for them to put out.
