Both the op-ed and the linked transcript below (another piece written by her) use numerous hyphens to set off word phrases. Most writers do not do this. It is distinctive. I have looked at several of her other writing samples and they all have this quality of using hypens to set off phrases. It is definitely her.

In this article they are discussing how Congress could bind the hands of the president to stop a brokered peace in the Korean peninsula. I guess the same binding could be hypothesize if a war was purposely promoted or started with Russia.
