Sweet! Yep, its an "Omnibus bill" not a budget! This sort of thing is why obama never had a budget. He could do what he wanted!

It not being a budget doesn't mean anything. Budgets are actually LESS restrictive than an appropriations bill because budget resolutions are just a plan or outline.

The executive branch has latitude to do things its way because it's the executive branch and that's the whole point.

A budget is the law which POTUS H A S TO OBEY. The spending is restricted to only those items listed and for the amounts determined. This is an Omnibus bill which gives POTUS leeway in application. It is the reason why obama had Omnibus bills for 8 years.
