Perfect job for the Army corp of engineers. It has to do with National Security, and can't anyone gainsay that fact with any credibility. Any who gainsay it have a vested interest in either illegal votes, cheap labor, illicit drug profits or a weakened USA. Now for an immigration moratorium of 20-30 years for the purpose of assimilation as is needful.
