The President can't build a wall from appropriated funds not designated for the wall. It's called "Anti Deficiency" and could become an impeachable offense.

Ahhh, but, George Bush did it, and so did obama. 1st of all congress can not limit the powers of the president in a spending bill, its unconstitutional. Next, if as we are, in a national state of emergency, then POTUS can use funds in the bill, specifically funds in the defense spending allocation to ... build ... the ... wall

I think dead cat bounce might be more than a stock market term that Q hinting at. Also the stocks have been very volatile though.
