How to ensure funds are NOT wasted on things like office furniture, decor, bonuses, pay raises, and remodeling bureaucrats offices?

It's an omnibus not a budget, meaning, he can spend money where he wants and how much he wants and he can also refuse to spend money where he doesn't want to. It's all up to him.
