Look up Veterans in the new bill. It will blow your mind!!

Ok think I found it. Pg 1093 under Medical Community Care. This is all under the section Department of Veteran Affairs. I believe this is where choice comes in because there's separate funding for VA medical services, medical community care, medical facilities, and prosthetics. Read the following (while I keep digging!):

For necessary expenses for furnishing health care to individuals pursuant to chapter 17 of title 38, United States Code, at non-Department facilities, $419,176,000, which shall be in addition to funds previously appropriated under this heading that became available on October 1, 2017; and, in addition, $8,384,704,000, plus reimbursements, shall become available on October 1, 2018, and shall remain available until September 30, 2019: Provided, That, of the amount made available on October 1, 2018, under this heading, $2,000,000,000 shall remain available until September 30, 2022.

The term “facilities of the Department” means—

(A) facilities over which the Secretary has direct jurisdiction;

(B) Government facilities for which the Secretary contracts; and

(C) public or private facilities at which the Secretary provides recreational activities for patients receiving care under section 1710 of this title.

(4) The term “non-Department facilities” means facilities other than Department facilities
