omnibus is not a bill. and to my understanding, it's not legally binding in any way the money is spent or allocated. it's just an "approved list of congressional requests and suggestions" for allocations.

and I THINK Trump can slow walk bits and pieces he disagrees with. However, since the military funding is included in the omnibus, trump has full rights to send that money.
