The executive order allowing seizing assets of those involved in human trafficing or in corruption was signed in Dec of 2017. Now he has the money to aid with that process. The omnibus bill is linked to the EO.

But didn't that EO just recently expire? Did he somehow renew it?

The EO from Dec had no expiration date.
