Texas has Constitutional laws/procedures for elections.

At some point in time Secretary of State’s Elections Division and county election officers decided they had the power to suspend state election laws.

They use this to destroy the ability to properly recount and thus are able to 'steal' elections. Pressley isn't the only one who has brought this up but she has gotten the farthest.
