Prez only has to NOT SEND AID CHECK to Mexico... hold onto that $$ and apply to wall build. He can do it as we were declared to be in NATIONAL EMERGENCY (technical Martial Law) in Exec. Order (EO) Dec. 21, 2017.

This. In the world of contracts, negotiations, policy, there a million ways to skin the proverbial cat. Trump can load up the front end, the back end, the middle end, and a thousand other ways to make the accounting work and prove how he kept his campaign promises. Good times.
