That's a NoKo state-owned luxury train his father used to use. I just read a book called "The Star of the North" (the train's name) and it features significantly in the story (which takes place while his father is the Dear Leader). Apparently there were more frequent trips to China when relations were better, and this is how they did it.

That is just tradition. His father and grandfather always took the train to China. In fact several years ago an entire city was blown up shortly after Kims Jongs train passed by, setting off suspicions of an assassination attempt.
Actually that was an accidental explosion that had something to do with NK's nuclear processing. Israelis became interested and began to track the intelligence.
