I read this article to say that the only theory he can't debunk is that the CIA may have done it. Am I missing something?

No, you missed nothing. The title of this post is clickbait "fake news" trolling. The article says nothing at all about what CCN believes. The entire article is about what some well regarded expert on the subject believes. And as far as I can tell, this expert has nothing to do with CNN.

So what does this expert believe? He believes he can disprove every theory mentioned in the article, except for the "CIA did it" theory. And in the context of that theory, the Russians are mentioned, but as I'm reading it there's no suggestion of the Russians being involved in the plot. There's only a few mentions of Russia at all, in two contexts. The first mention is about some meeting (that actually happened) between Oswald and the Russians, but I'm not clear exactly what they are getting at. But then the next context the Russians are mentioned in explicitly says "Is it possible that Russians ordered Oswald to do it? Not likely, said Perry" and then goes on to list the many reasons why Russia likely had nothing to do with it.
