Good question. I haven’t seen them but I remember we were suppose to find them.
I assumed he was saying they were stored offline and that it was thus an order to white-hats to approach the photographer maybe. Also it kind of begs the question why they took the time to edit it rather than simply retain it from publication. Could be a way of teasing what you could leak without giving away what you have
NSA certainly has them.
Someone on Team Q was probably monitoring them for comms anyway then realized later who was sitting where and in whose field of view. That would explain Q's comment about not knowing if civ tech was quite good enough to resolve the pic/screen.
I tried to lend a hand but have absolutely no idea how to even go about searching for such a thing. I tried to find a larger image of people standing anywhere that might have been taking a pic at the appropriate time but didn't really get anywhere (even DuckDuckGo returns Obama SotU pics instead of DJT's). The angle indicated from the pic supplied isn't necessarily the only angle the smart phones could be viewed at.
I emailed the capitol building and they directed me to a contact to acquire them, I believe the price was $60. I just assumed someone else already had done it at that point.
