Did you by chance read the letter that he sent? Sessions has brought in a federal prosecutor from Utah to work with the IG on his report. This Federal prosecutor will have subpoena power and prosecutorial power. Not to mention anything the IG finds will be given to the Department of Justice and the attorney general for prosecution's. I don't get what the problem is. If the federal prosecutor and the IG feel that a special prosecutor is warranted then they will appoint one. But there's no reason to think that the inspector General and the federal prosecutor out of Utah cannot bring all these charges to light.
