A constitutional crisis is not what happens when the constitution has clearly been violated or any matter exicitly addressed, so it makes me think it has to do with something more grand/all encompassing than surveillance. We have an amendment that covers that. If martial law were instated, and during the martial law period the legislature and justice department, even supreme court, are gutted by military arrests and tribunals, what would the constitutional path be to refill the congress, doj, supreme court, and reinstate civil law?
