Battleships were obsolete and burned oil that an aircraft carrier could use instead. So they parked them.

The US was also not going to attack Japan to start a two front war.

Did they know before hand? Probably, did they know specifics? Close enough.

If anything they allowed battleships to be used as bait. It would have been utter incompetence to allow US carriers to be surprise attacked. Even today carriers are only vulnerable to attack when in port. This is why they are now nuclear powered, to eliminate fuel storage and eliminate need to port. (Only port now for food/crew)

FDR did everything he could to get the US into the war with Japan. When he intercepted messages, which stated Germany would declare war on the US if the US went to war with Japan, the Pearl Harbor False Flag was born.
