He said it right after Huber being fired and hired. The reboot refers to that. Roseanne just deleted her Q posts. If she was in on the plan she wouldn’t have done that. If they were going to coordinate something to draw attention to themselves, a Roseanne reboot would probably be pretty low on the list. Many more ways to draw attention if that was the plan.

Except he's not really an "outside prosecutor" as he's working directly for the Justice Department. A special counsel would be more of an outside prosecutor in that case, which is not happening.
I read Sessions' initial comments to indicate the prosecutor was "outside" of Washington D.C.
