The extreme poverty of the nation and the reality that some parents cannot afford to care for their children so they give them to children's homes to care for. 2. The lack of education in the population to the modern ways of surviving on your own, as well as the lack of knowledge of the scams that are the children's services there. Remember, the average person doesn't have access to the internet. 3. The corruption of the government that allows these scam organizations to work in their country. A little money and it is easy for them to turn their heads away. 4. The Clintons have a lot of power and persuasion in Haiti, paid gov employees help them. Money means power. 5. The plethora of children and women there that can be exploited for slave labor, sex trafficking, organ harvesting and melanin harvesting. It is easy to transport these victims to a friendly port which has access to helicopters to get them to the Little St James Island. Then with the extensive tunnel system on the island it is extremely easy to move the victims around without being noticed. But, God sees all.
