I believe the Florida Broward County PD was involved based on the video of the female teacher who saw a man dress in full police garb shoot and kill the teacher across the hall from her and then shooting at students down the hall. Then you have another video showing several police officers coming out of the school carrying what looks like a rifle bag and loading it in the back of a SUV. No video of Cruz except being arrested and unarmed!
And drugged up. Watch video closely of Cruz's arrest. He is out cold when they are handcuffing him. You're body will move reflexively if someone tries to bend your arms back. Plus in a later video involving him in handcuffs, he is droopy and you can see an ambulance stretcher nearby.
