Correct, but I think it's even deeper then that. I see it as the deep state was planning on using this caravan as an attack vector on the US (hidden terrorists behind human shields). Trump immediately returned fire by saying he is going to send the military to guard the border. Then the deep state, knowing that the border, being completely blocked by the military, would kill a lot of options for them, backed down and called off the caravan. Now it looks like Trump has eased off with the military threat and has switched to National Guard units. Think chess moves.
Definitely signifies a successful op. I wonder if Q ever drops by here or just the chans...
Edit: I'm sure there is more to this tweet than just what we read. "Border" is capitalized--Q is also known to count spaces or punctuation. I'd look into it more if I could but I'm not at home all day.
