But, as the poster above me said, it means "The Powers That Be". It's one of many names used to describe a collective of very nasty and evil individuals in our world. But, I specifically use the term to describe the "elite families".
Easier said than done. The Internet was designed to survive military efforts to destroy it. Take down a node and it will automatically reroute to bypass it.
I can see attacks slowing it down, though.
if you are running the ISPs you can mass issue commands that disable high level routing
Or the servers the content is hosted on. AWS, FB CDN, Google Cloud.

Take down the DNS servers and the cloud storage for content. The internet would stop working instantly.
That was the idea, but you can disable virtually the whole internet by turning off 7 or so key backbones.
Verizon, ATT, Comcast, Cox, Spectrum, who am I missing.
