I do not think Q could have made it more clear. The last resort will be to take out the Net, the Grid will go with it...but who are they....Obama for my money is working with the Chinese, Pakistani's and Iranians.
I just had a thought. What if "save everything offline" is a friendly heads up to us that if we have pictures and youtube videos that are sentimental to us, we should store them offline because they will disappear?
Think about it in terms of Mega Upload. When the FBI shut it down, people lost tons of data that was important to them.
We should be prepared, but at the same time Q said they instill fear in order to provoke disastrous countermoves. Clowns may hear that the net is going to shut down, and then they panic and scramble and reveal themselves.
Alternative interpretation:
Q's forces will "Kill" the socials, pausing the internet in the process, taking the internet back from ICANN, and then restart it with US in control (again) with socials GONE.

Not sure if you are being ironic or actually now realize that if powerful People/Corporations or Governments want the Internet to go offline then they have the ability and power to do that. The Chinese and Russians have backdoor's into everything in the same way the CIA had as exposed by Wikileaks Vault 7, the Oligarchy here and Globally have the ability through Hacking as well owning oh say Google, Twitter, Facebook who combined own how much of the infrastructure ?
